CALL TO ACTION: Public Comment Period on Final Conservation Strategy

The Conservation Strategy (CS) is a document guiding management andmonitoring of Yellowstone Grizzly Bears after delisting is approved.

How will the States and the new Yellowstone Grizzly Bear Coordinating Committee (YGCC) properly manage Yellowstone Grizzly Bears effectively? What limits, consequences and actions will hunting, human conflicts,  nuisance issues etc… be handled? Will the Conservation Strategy be evaluated every (5) five years as proposed?  Who will ensure that the  Greater Yellowstone Ecosystem (GYE) grizzly bear population within the area called the Demographic Monitoring Area (DMA), are ensured a recovered population in accordance with the established Recovery Criteria?

Yellowstone Ecosystem Subcommittee of the Inter agency Grizzly Bear Committee meets in Cody, Wyoming, on November 16-17.

This is maybe the last meeting if they agree on the Conservation Strategy, once this document is complete it will be sent back to the USFWS for delisting to be approved. The Agenda for the meeting is linked below.

CALL TO ACTION: 2016 Poised for Record High Mortality

It looks like 2016 is on track to break another record - and not a good one. So far this year, Yellowstone has lost 10% of its grizzly bear population and last year, more independent females were killed than is considered sustainable.

The USGS and USFWS, however, have not acted on this information. USGS has known for approximately a year that the female mortality limits were breached in 2015 and yet they did not mention it at three committee meetings that have occurred since. Further, USGS did not share this data in the 2015 annual report that it publishes for the Interagency Grizzly Bear Study Team ("IGBST").

USFWS has access to this and other concerning data regarding population growth and yet it does not correct the misinformation perpetuated by the states. It is the job of USGS to collect reliable, accurate science and the job of USFWS to ensure that the delisting debate is unbiased and not let misinformation spread by states go unchallenged. Neither agency is doing its job. Let's call them on it and also spread the word on the record high mortality rates for Yellowstone grizzlies.

The Yellowstone grizzly population has not grown in many years and looks to actually be in decline. Even more concerning, mortality for grizzlies is at an all time high, with 2016 poised to break records. Further, in 2015, the female independent mortality limit was breached - yet USGS did not disclose it at committee meets or in the annual report. Equally concerning, USFWS is allowing misinformation perpetuated by the states on population growth to go unchallenged. This is not right! The process for delisting grizzlies must be free from political influence and conducted with accurate information.

I am extremely concerned by the prospect of Wyoming, Idaho and Montana managing Yellowstone grizzlies post-delisting. First, these states are well known to be anti-predator and their track record with wolves is alarming, to say the least. Further, how the states plan to track the population will artificially inflate numbers and make it extremely difficult to identify population plummeting. Finally,  grizzlies were originally listed on the Endangered Species list due to unsustainable trophy hunting permitted by the states. The states continued such hunting even though it was apparent the population was in jeopardy. Why should we trust the states with our iconic grizzlies?

CALL TO ACTION: Relocate Grizzlies to Tribal Lands

In November 2015, Tribes offered an alternative plan to trophy hunting Greater Yellowstone Ecosystem ("GYE") grizzly bears. They presented this plan to USFWS Director Ashe, and Deputy Secretary of the Interior Mike Connor. Tribes proposed relocating grizzlies from the GYE to sovereign tribal nations with biologically suitable habitat.   This is a conceivable way for linkage zones to be secured between the existent genetically isolated populations.

1) Instead of a hunting season, relocate "over capacity" grizzly bears to biologically suitable, tribal and treaty lands within their historic range. If the Yellowstone population actually does need to be managed - and there remains significant debate that it does - these bears should not be killed. Rather, they should be transplanted to sovereign tribal lands. Reintroducing grizzlies to tribal land would revitalize many tribal cultures, which hold the grizzly bear as sacred.

2) Relocating grizzly bears to sovereign tribal lands would provide economic benefit to the tribal nations. Several tribes are coming up with eco-tourism plans centered around the reintroduction of grizzly bears to their land.

3) Every tribe connected to the Yellowstone region opposes the delisting and hunting of Yellowstone ecosystem grizzly bears. The tribes object to trophy hunting of the grizzly bears on cultural and religious grounds, science, and economics. Please respect the tribes' and consult with them on the plan to delist and hunt grizzlies.
